I agree with the sanding to be sure of what needs to be done.And from looking at the pictures,I would definetly say a new outer wheelhouse is in order. If you look close you can see right through the hole to the inner.

No special math skills I decided to butt weld as opposed to overlap or flanging. The way I did it was I first cut off the bad peices, I then used clecosto hold the skin over the old panel the clecos were in a line. I then cut through the skin and the original panel, that left me withmy butt joint. I clamped it using special clamps which both Harbor Freight and Eastwood sell.

The biggest thing is having decent equipment cutoff wheels , welder. and taking your time and thinking it through. If you screw up you can fix it no big deal.. You need that mentality when working with patch panels and repop metal. The skin I got was a 1/2 inch too long and had to be shortened. The skin is only to get you in the neighborhood then its up to you to fine tune it.

Some said keep sanding. That is the first thing you need to do. Find out how bad the rest of it is.
Also consider the outer wheel well for replacement. If you have rust on the quarter, you can bet the wheel well is gone too. You could patch it as well as the quarter, but if the quarter is dented up or rusted in other places, its best to replace it rather than slap filler all over it. If you end up doing the quarter, then do the wheel well too.
Do your homework before you start, if you havent welded before, you better get some practice in on thin sheetmetal and remember dont just lay one continous bead. Its a series of spot welds an inch or two apart, then another set once those have cooled. If you dont do it that way, your quarter will be very friendly waving to everyone that sees it...
get that quarter bare metal before you buy ANY parts..

Use a air cutoff tool with good cutoff wheels ie 3m, I used crappy ones from the swapmeet and went through like 25 wheels. Keep as many original body lines as you can, and fit , refit and refit again before welding, this time spent up front will save you time when it comes time to lay on some filler.
