As a TEMPOTATY fix you can put on a cowl cover. NPD sells them; it is a Plexiglas piece that goes over the cowl vent. Having had one they work really well, but the real fix is to make the repair, buy drilling out all those spot welds and actually fixing it.

They also have under the dash kits that require dissassembly of the heating system. I installed this one in my car myself and was realatively easy. Most importanly you wont have the ugly plexiglas thingy visable from the outsound.

Yeah, the proper fix is a major undertaking, and a PITA, and leads to the "while I'm at it" syndrome. If you plan on keeping the car for a while and/or expect to sell it for big$$, its something that needs to be done right. wheather is repair or block off. Its sorta a Mustang owners right of passage.
The temproary fixes( hat or cover)are just that temporary, use'm just till you can get the proper repair done. And before you invest a lot of money into other restoration areas.
Or just do like I did for a number of years. It only leaks when it rains or wash water gets down it. Keep it outa the water, Hehheh, no leaks.
