Roller cam setups are a lot more money than flat tappet, and not really anything to recommend to someone on a budget.
Comp and Crane both make decent cam kits that come with everything you need for a swap. Keep the lift under 500 and the stock rockers will last for some time. Look at the recommended spring seat pressures and find a cam kit that has lower pressures to help your rockers survive. If you save enough, I'd recommend some aftermarket rockers. But, I'd definitely say it's a good idea to have screw-in studs machined into the heads, no matter what you're going to use. The push-ins will last with a mild cam, but will push out over time.

Okay let us imagine you already have a 600 cfm carb and a performer RPM. Now the remaining budget is around 400 dollars just for parts what would you recommend? that is just parts. no labor or anything.

Id go with a holley 670 street avenger. I got one on my bone stock 351w and it does wonders. Great acceleration from idle and up. Easy to tune and tweak. Plus electric chock... makes my stang start up and run instantly. Amazing carb... the only thing on my car i love right now. everything else is breaking or giving me a hard time... or already broke. lol

as far as the performer being an alum version of the stock intake is not accurate, it is much different than the stock 351w intake, much taller, bigger ports and runners, the stock intake was a 4 hole really low profile with small ports and runners and good to about 4000 rpm, the performer is good to 5000-5500 in some cases. A hyd roller with stock heads and valvetrain would not be of any benefit and I doubt with the high lifts of hyd rollers that it would even work. I have a 351w retrofit hyd roller, lifters,springs,conversion kit I will sell for a good price but you need at least screw in studs and guide plates for it to work........
