You don't. Removing the T bar destroys the handle. I have repaired many such handles, and it involves acetylene, brazing, etc. You don't want to go there.
Remove the ****, and carefully stretch the boot over the T bar one side at a time. Don't let the bar poke a hole in the boot, and use a smooth screwdriver shank to stretch the hole.
Are you planning to replace the handle attaching parts? make sure you have, or get, the unique thick hardened washers for the rubber grommets.
The 66 shifter had a lower shift boot as well as the upper. This keeps dirt and water out of the shifter, and dramatically reduces heat and noise in the car. These are available new. They were usually cut off and thrown away by the first lazy mechanic who worked on the car.
Clean the daylights out of the shifter, and lubricate it while you're in there.
