Default 65 mustang kickdown

I have a 65 mustang 289 automatic (c4), that has a kickdown rod, but when WOT the throttle arm hits the plate, but there is no play, so the kickdown doesn't move. anyone have similar setup and should the plate move to engage the rod ? any thoughts on why it won't move ? Can't even move it manually.
Tried to add photo but I don't see how, so if anyone can tell me how to add photo here that would be great too.
i did add to my photo album online, you can view it here

thanks
steve

Maybe you should think about going to the later throttle linkage design that gite rid of the plate and Kick-down rod up on the carb that uses a cable between the accel lever and the trans. That would give you the clearance you need to get the throttle full open and let the Kick-down/throttle positioner cable work correctly.

ok, i put it up on jacks last night. i removed the arm from below and the arm and kickdown plate at top move freely, so i know it hasn't siezed up top.

i losened the nut that this is attached to at bottom in the middle of the neutral safety switch, however i still can't even manually move it. is it hooked up to the wrong place perhaps or am i missing a part or something ? thanks in advance for any help, or Photos of your C4, 289 underneath would be great !

i wanted to thank everyone for their help, and suggestions. I wound up taking the car in (fortunatly), as all the exterior linkage and hookups were correct. however, recently i had the seal inside the neutral safety switch replaced (at Goodyear automotive as i couldn't get into the mustang service center at that time) Anyways, they hooked up the interior linkage rod wrong, thus not allowing it to engage correctly. Mustang Service center here in AZ specializes in old stangs, and mechanic instantly knew the problem, and 1hr service time and new tranny fluid and pan gasket later, it's working like a charm.

thanks everyone
