Post Fine Tuning Issues

I have a F1100 Carburetor on I6 engine. When I am maintaining a constant speed for a duration of time like driving on the highway, it seems to be running rich and choking out but when I lower it then I am having trouble with it idling. I have a feeling it is my accelerator pedal hardware but not quite sure...any help would be appreciated...and ask any questions you may need to better assess. I have the carb running lean right now and the idle set a little higher than normal to get around.

Have you had the advance curve of the distributor adjusted?
