I have a friend who has a noise when he decelerates and he said he can feel it in the steering column. 1:08 is where you can her it the best

I guess the question comes down to....what's NOT rattling in that stream. Start by checking under the car to see if anything is hitting against the bottom of the floorpan or steering column.

It kinda sounds like a bad tire cord but those are usually fairly constant.

Under deceleration the pinion angle changes downward, maybe something is hitting it?

Under deceleration the angle of the engine changes too, maybe the accessory drive is hitting something.

A fan belt kinda sounds like that when it is breaking up & slapping around.
