Don't see anything about shank lug issues here in the state checklist:

Only thing of note is you can't have a welded wheel....which I wouldn't want anyway.

You can still buy brand new unilug wheels that use shanks lugs. Until the OP returns and clarifies we are all just guessing at the issue, if he was failed because of a shank lug setup on his wheels....he should find a different inspection station.

not unilug wheels- They use some sort of a unique system (im quoting him here). The lugs are more decorative, and its the that actually hold on the wheels. think of it like a knock-off wheel. Heres a pic of them-
