Default High Idle Problem

I recently installed a '99 Explorer intake on my 5.0 and I now have an idle problem. After hard excelleration it will not come back down to an idle, it stays around 2k rpm. I can unplug the IAC and it will idle back down to normal. I have replaced the IAC assembly, I installed a new computer, I installed a new throttle body, and I have a spacer block between the IAC and throttle body for more precise idle adjustment, but I still have the same problem. Anyone ever have this type of problem or have any tips?

I did not use the maf off of the explorer. I was told that it was not necessary. I could be wrong.

Isn't a restrictor plate essentially the same thing as the bypass plate I have? I can adjust the screws to restrict air flow.

Thanks for the info, but I tried the restrictor plate and it didn't fix my problem. It almost helped a little, but it didn't fix it. It also caused some additional problems so I took it off. Some of the feedback I have gotten in other forums have suggested that I may have a vacuum leak that I have overlooked. I figured if it were a vacuum leak it would idle high no matter what. But I can unplug the IAC and it idles fine. Would a vacuum leak somehow make the computer open the IAC?
