in mississippi they dont really have a law for exhaust db levels and they dont check pollutants comming out either through inspection. im really wanting a loud *** car while adding the most power at the same time but i really dont want to change the headers.

ok, i just found some cut-outs on lmpperformance and it looks to me that if you want no exhaust, you put the plate off, and you leave the plate on if you want exhaust. is this correct? would it be bad driving around all the time with no exhaust? i dont think so but will it hurt the car at all? and last, where do the cut-outs hook up at? thanks alot dan02gt for your help.

They won't hurt a single thing.
Typically for nice performance gains you would place them on before your cats, but dyno results have shown an aftermarket mid-pipe will put out slightly higher performance numbers than wide open headers on a mild street car.
For your car, I would place them somewhere after your mid-pipe. A typical cut-out or dump is shaped like a Y with a plate & 3 wing nuts. Shouldn't pay anymore than $70 including shipping for 2 cut-outs.
