Default tensioner pulley

The Pulley on the tensioner basically melted away and i now need to replace the pulley. The belt and tensioner are fine but its just the wheel. Do i simply take out the bolt in the middle of the pulley or what? I tried and got nothing. And if so which way do i turn the bolt to remove it?

You have to replace the entire tensioner. The bearing probably seized up cauzing the pulley to melt.
