two part question.Can i apply the window tint walmart has or do i need special tint? And how dark is too dark?

Don't actually tint your lights, get tint overlays so you can remove them if ever necessary. So yes, you need a special tint that you can order online from various places. I got my turn signal tints from bluebatmobile and he also sells brake light tints. His gallery is here and you can email him with questions and orders at bluebatmobile@san.rr.com A tint is too dark if not enough light can pass through it. His darkest tint is 6/10 which I think you'll be fine with as I have that one and have no problems with the red side marker light getting through. Hope this helps.
