It's probably 4 wheel drum brakes with fake discs installed over them. Believe it or not they really DO make fake cosmetic discs to install behind wheels! Since they couldn't get their hands on a real new Camaro, they probably cobbled one together out of junk parts (IE, drum brakes). Looks like they spent time getting the body right, but all the underpinnings are probably run-of-the-mill since they won't be seen in the movie.
