It's a fuel system cleaner you can get at most auto parts stores. A similar product is the GM "Top End engine cleaner".
It does indeed work well, but I don't think there is a need for it until the engine gets a lot of miles built up. I run a bottle through the gas tank every 12k to keep the injectors clean (right before my oil change), but I wouldn't run it through the intake unless there were at least 30k miles on the vehicle.

I've also heard it being referred as a "de-carbonizer" also. ( The LS1 guys love it b/c the LS1 loves to ingest oil through the PCV)
