I've had staticon several of my cars with cloth seats. Try this.
1 - Get some liquid fabric softener.
2 - Puta small amount, maybe a capful, into a spray bottle.
3 - Fill the spray bottle with water to dilute and shake well.
4 - Spraya small area of your seat that isn't very visibleand let dry overnight tomake sure it doesn't stain. It shouldn't.
5 - Spray the entire cloth seat and let dry overnight.
This solution seems to last about 6 months before the static comes back, then I just apply again. I've never had a problem with this staining my seats.
Good luck.

RE: Shocking
not very practical but wearing an antistatic wrist strap connected to some ground inside your carwould do the trick, when driving in cold weather I just close the door with my hip, knee and then feel sorry for those patients subject to electroshock therapy, I wish I had the discharge every time I get a cigarette, I am pretty sure I'd be able to quit smoking.
