Not worth it, just stick with the regular XCal2. I've talked to a few people that have the livewire and they say that the novelty of it wears off very quickly. Your friend urging you against a tuner doesn't know what hes talking about. On top of getting another ~10hp, it will improve you throttle response, and mileage.
C&L with no-tune option: 17-19whp
C&L with tune: 26-30whp
