If you have cats, and both thefront and rear sensors are active in your tune, you will still pass with L/T's. The processor will complete its self test which will be recorded and they will see it when they hook to the OBDII port to check it. I have checked mine with a Ford diagnostic computer to confirm this. Eliminators will fool the computer into thinking that the rears are hooked up and will not trigger a check engine light, but I do not think they will allow the processor to complete its self test which would still fail you.
In laymans terms, when they hook up to the cars computer, they immediately see if the on board self diagnosis is complete and good. If it is incomplete, you fail. That way if you have a check engine light for any reason, emissions or otherwise, and try to clear it and run right back through the emissions station before it triggers again, they know it and still fail you. It takes quite a few miles before the computer completes its self diagnosis and records as good.

If my values do not set when I go in to re-inspect, I guess my sensors got toasted when I was running too rich. In NC, if you flunk inspection twice and spend $200 trying to repair the emissions, you get a waiver.

That is the first I have heard of the MIL eliminators causing a failed emissions test. Sounds like some vendors will tell you anything just to sell some longtubes.
So, your only chance of passing an emissions test with longtubes is to have the rear 02 sensors active and you just have tohope that you don't have any codes for awhile?
