Keep finding sand near my gas cap

Default Sand around gas filler...

The sand and dirt is coming from the wheel well. Apparently the quarter panel is designed to allow water and dirt from the wheel well to come through to the outside around the fuel line and nozzle. There is even a weep hole cut in the rubber boot and the sheet metal just under the fuel filler. You can prove this by spraying water up under the wheel well at the backside of the fuel door. Water will come shooting out from that weep hole and will fill up behind the rubber boot. Result is that while we're driving around in the dust and rain, all of that is collecting and/or dripping down the outside of the quarter panel and making a mess. Don't know what can be done.

I had someone pouring alcohol into my gas tank at one point... Stupid ricer failed to realize that alcohol burns and engines can run on it (for a while).
