Bird Crap
For those of you that don't know about the "love bug season" in FL, think of itas the average bird Sh#t with twice the concentrate in acid[:@].
Thanks to the University of Florida (they did come upwith Gatorade though).
You leave those love bugs on your car more than 48 hours and your bumper at least is done.

As other guys have mentioned, claying is a good idea, but likely what you've got is some etching into the clearcoat. You don't necessarily need a buffer. A good Carnauba Cleaner Wax may have enough polishes to remove light etching, and you can do that by hand. If that doesn't work, use a good dedicated polish like Mothers Scratch Remover and a light hand and a few repeated applications working in varying directions. You may never get rid of it, but it'll be less noticeable at most angles. Wax afterwards.
