Yes, there complete 2008 HID housing ballast and bulbs. correct, just because its aftermarket doesnt mean its illegal. but standard mustang light arent dot approved for Hids and the 2008 are dot approved.

did it come with bulb, ballast and relay...and that is not true about all aftermarket HIDs being illegal, after all, all aftermarket means, is a product not original, so even if you bought factory ford HIDs, that would still be aftermarket soo.....

afterrmarket HID kits arnte stret legal and tehy will blind oncoming traffic. I just purchased the 2008 HIDs on ebay for $119.
