Looks like abrushhad teh best answer.
I suspect what happened is after I cahnde over to the CPR railsall the gas that came out seeped to the cylinders and flooded them. When i tried to turn over the engine after the build it fouled all the plugs.

LOL, yeah those plugs are pretty bad.... I guess our responses were taking into consideration you said the COPS werent sending any power to begin with. Maybe its the plugs though....

yA which I think sent me in a opposite direction as well since the test kit said no power was coming out of the plugs going into the COP.
I mean i've been screwing with this for weeks.

You are not getting any spark because your plugs are bad?

I was originally using a "NOID" to diagnose the issue which is essentally light bulb you plug into teh input end of teh COP wire. I fit doesn't light up it generally means theirs no current going to teh COP.

With that said I installed teh original plugs and the vehicle did tunrover, raced for a few seconds then kinda idled at 500rpms and puttered some. I'll have to touch base with diablo on this.
