No, upping the revlimit is NOT safe. Your internals are balanced to endure a safe redline as set by a car manufaturer. Any revs over that will increase the forces they have to endure, thus enhancing the chances something will break.
A little imperfection can turn to kilograms of imperfection given enough rotation. Your internals will not like that one bit. Enhance all you want, it's your car, but if you did not touch the internals, do not touch the revlimiter.

I had no idea tuners were upping the rev limit. I have a 91 octane tune and JLT2 on the way from brenspeed. Will their tune up my rev limiters? If so I'm not sure that I'm real crazy about that..

you all are wrong actually.....you can set the engine to 7k and it wont hurt the car.......what really matters is how often you go into that range.
The car will start pulling timing a couple hundred before the limiter. Technically yes going up a little in the value is going to be more stressful on the the engine. Anyone who actually races knows that they need to raise the limiter for decents times. Depending on you gear setup, you get ****ed by having to shift once more right before the line cause 6250 isnt enough.
you are plenty safe upping it a couple hundred RPM.....just dont bouce the car off the limiter to often.
