NO, its a one time use fastener and removing it or untorquing it
to get a wire under it would require it to be replaced. I would not
recommend using suspension mounting hardware for an Amp ground.

Try and get 129 Ft Lbs of torque on a fastener with a ground lug
under it. It will mash that lug to pieces before the 129Lbs is reached.
Or wont hold 129 Ft Lbs after the soft copper groundlug crushes in the future.

Ford would beg to differ.
I was just passing on the correct info as the workshop manual states.
But its probably just for insurance purposes.
So call me out as being wrong once again.

It looks much too far forward to be that. It is definately for the UCA.

I was right.
I took that picture today.
For the others :This bolt is one of three that holds that upperfloating arm on therear housing.
Twoof them fasten from the bottom and the first one, from the inside of the car.
