Not entirely true, since the OE tune is not really optimized for either one (OE's also have to consider something called "durability"). Under some conditions, leaning out the fuel delivery a little and advancing the ignition timing a little can give you more of both. You typically pay for this in the need to run higher octane fuel and/or accept a little less cushion against things like spark knock and possibly catalytic converter life with respect to increased exhaust gas temperature.
