first, try KBB.com for the used private party price. Cars have different prices in different areas.
Second, at first it sounds reasonable, as it probably less than one year old and looks like it was loaded. But with that huge, huge number of miles on it in one year I would stay away. Plus he wants to make money for all those mods which don't add much for buyers. That sucks, as he's got a lot of money into what is still a new car and I'd say he'll he lucky to get $20,000 for it.
Adding all those mods limits the number of potential buyers, especially those who don't care for the louder exhaust. Plus he's in Louisiana! Can you say possible flood damage?
If you love the car, make an offer of $19,000 and then call him in a few weeks and offer it again! It's not like it is going to be sold for $26,000 any time soon!

My 08 was 24,000 out the door. Buy a new one from the dealership and do the mods yourself you will appreciate it more.

my 08 premium gt with comfort pkg, iup, manual, ambient lights, 11 miles was 28k out the door.

The Ford dealers in my area are already out of 08 Gt hardtops, and we have 3 dealers in town. There are plenty GT verts and V6's available. I would think that most areas of the country are either low or out of base GT's. Usually the last GT's to sell will be the heavily optioned (read expensive) cars. You won't get a $33,000 MSRP 08 GT for $25,000, the dealer won't take that kind of hit.
If you want a 08 GT Deluxe, and can find one, now is the time to buy. If you snooze you loose.

Based on my research, he's asking what invoice would be on a new one (without the mods). I'm thinking with the mods, (saving you some money) it's worth around $22,000.

Dude i would not pay more than 20k for that. I got a deluxe mustang for 23k before taxes and you can find all those extra mods for at least half price here in the forums for sale section. Plus you get to pick the brand you want.
