Nope... and they are 3 to 5 times more costly than functional pins... go figure. CDC stuff is so overpriced IMHO.

Here is one link that lists a bunch of them for less than $20.

I guess they're OK if you think you might get tired of the look and want to remove them later. But to me it's like having a non-functional hood scoop, if it's there it should be "real". Actually I think I'd do a fake hood scoop before I'd put fake hood pins on.

Since I've seen my hood flapping in the breeze at 120+ mph, I think functional pins are mandatory. I'm adding the Redline hood struts, plus the pins, before I go over 120mph again.
