Top off the tank, then add stabilizer, then put about 10-20 miles on it to get the treated fuel thru the system.
Fresh oil IF it's just going to sit and not be driven.
Forget the occasional startup. Just disconnect the battery (throw a tender on the battery) and leave it. Starting without driving it will just allow carbon buildup since you're not generating enough heat to really clean out combustion products.
If you don't want to get the tires off the ground, then lay carpet or cardboard under the tires to prevent (slow down, actually) dry rot.
Personally, I'd just do the battery and tires and wait for the occasional nice dry day here and there to get her out and lubricated... or is there no such thing in Edmonton?
