Something that already has paint can always be re-coated.
That's an easy task there.

I have or had chrome Saleen wheels. I had the chrome sandblasted and primed after it. Then a new layer of black powdercoat went on top. Have had no problems and the powdercoating is tough. I did however encounter a scrape on the lip. I took a touch up scratch fixer thing and you cant even see its there. I haven't posted pics yet been too busy. I paid about 70 bucks a wheel which wasn't to bad considering it was done right and seemed really nice.
