Speedometer is wacky

Speedometer is wacky
A few weeks ago my speedometer starting showing that it is doing 20, 25 or 15 miles per hour when I am sitting still and in park. Anyone got any ideas whats wrong? A co-worker thought it might be the speed control sensor on the transmission and we changed that out and it made no difference.
