In the winter my car stays at >1000 rpm much longer than when it's warm outside.

Also, my race tune stays up there more than the torque tune under the same conditions.

I would say this is normal, and you have nothing to worry about.

Same thing with my stock GT it's at 1500 for no more than a min then drops down to 500-650, which is normal for stocks.

But since you said yours has custom tune I don't think it's a problem that it drops down quicker.
