does this have the capabilities to see if the monitors are ready for lets say an emission inspection?

Yes, the Data Scout sends real time data via wireless signal to your laptop.

This is done via Bluethooth technology. If your laptop has bluethooth installed, your good to go. If not, you just need a bluetooth usb device........the IoGear Bluetooth 2.0 USB Micro Adapter works very good. Walmart has them for under $30.00

No wide band is needed. It does have an analog output to hook a WB up. This way, when you are data logging, you can log afr with the rest of the pids you are monitoring.
