I own a black 07 mustang and wanted to purchase a pair of 1/4 window louvers. On ebay they have matt black and raw black. I'm not sure if theres a difference between the two where I wont have to paint them. Which do you recommend?

TBH, I wouldn't buy body parts from ebay either. It could be hit or miss, and if its a miss, you'll be out of money and SOL.

 

check DG Auto customs, I got mine from there and the paint and finish was flawless...I have a black 07 gt

 

There are some good companies out there that sell Ľ window louvers. You just have to figure out which ones you want.
