Well i think thats because a good tune and CAI will add power whereas I think gears are more a question of "feel". I dont think that gears can touch the bang for buck of tune/CAI. Also gears are not an easy thing for a driveway mechanic to tackle. Ive seen "professional" gear installs that whine, so theres always the risk of making it worse.

CAI/tuner is a great intro to modding, adds that needed boost and to take those shackles off of stock programming. Is always a great choice.
Like jayed53 mentioned, gears are more advanced and delving deeper into the world of modding.
BTW, my 4.10 gear set arrived today.. I am stoked. Hope I can get it installed soon.

For me, Cold Air Intake was a do it yourself mod. Had to have the gears installed by the shop, and then, since I had the tuner, I could adjust so my speedometer wouldn't be off.
