My 65 Pontiac has around 10 inches of vacuum at idle and the power brakes still work fine. Lower than 8 inches will cause a problem however. If you still have 15 inches, that should be plenty. Plus as others have stated, that makes the brake pedal harder to push not easier.

Sounds to me like a bad master cylinder. Did the brakes work at all after the install or was it immediately after the install?
