What part of California do you live? To pass smog with most mods, you will have to find a place that is mod friendly so they over visual mods. The cars still has to pass the tailpipe sniffer test.

Get yourself a 12 volt air pump. Plumb lines to the top of the exhaust pipe after the catalytic converters. Put the pump in the trunk and insolate well, Hook the pump up to run when car is running after inspection disconnect pump. The pump just puts air into the exhaust and thereby leaning out the exhaust that comes out the tailpipe.
Or get a friend who runs a inspection station to look the other way.

There's plenty of stuff that that has a CARB EO number, and that is the key to look for when doing mods.
You can't do long tubes or anything that moves or changes the CATs, there are several superchargers that are allowed. There's no way for the station to do an inspection on anything internal, so if you can get a tune that leaves all sensors on and is able to pass the sniff test, you're good there for things like cams. Ported heads shouldn't be an issue as long as you don't get something asftermarket that molds/stamps a big logo on the outside.

If using something in a gray area, be prepared to swap it out to pass smog.

I'm not sure if that is correct or not, I dought it, a small 12 volt air pump is not going to change the out that much. Lets say you are correct, Ok then connect the O2 lines in front of the catalytic converters like a thermactor pump. By the way this would only be for the emissions test. Disconnect after that.

Either way, as long as you keep the factory smog devices on the car (cats and EGR and the other basic ones) and everything is in good order, you shouldn't have trouble passing emissions. As far as parts go, pretty much all parts that are CARB legal, will say "50 state legal" or CARB legal or something along those lines. It's a pretty big marketing point for an aftermarket part to be 50 state legal and all of these items should come with a CARB redemption plate that you can show to the emission tester to prove it's all legal.
