If you're battery isn't keeping up with your tuner, then you have some serious problems. The tuner probably draws not much more than your dome light. You should be able to swap tunes all day without putting a dent in a healthy battery.

The concern is that if the tuner is interrupted, it could get ugly such that it could corrupt a file or screw up the PCM; I'm not really sure. The recommendations that I've seen written is that you ensure you have all the accessories turned off (i.e. radio, fan, etc.) to prevent the battery from dropping below whatever minimum voltage the handheld is designed to work at. IMO, it's just a precaution in the VERY UNLIKELY event your battery is weak to begin with. Other than that, I wouldn't give the battery a second thought. I've changed tunes on the side of the road many times and never worried about it.
The video you saw, they might have been taking precautions to the extreme tee or just paranoid. Like Nuke said, if your battery can't keep up with the tune downloading, you're having serious issues. I wouldn't sweat it otherwise.
