2 original or 2 working keys required to selfprogram 3rd key??

You need two previously programmed coded keys (ones that already operate your Mustang’s engine) and the new unprogrammed key. It doesn't need to be an original key. For the answer to more specific questions, I agree with 157dB on contacting your dealer for details and costs.
