Are the main headlights on dim/low beam?

yep, wont work on low beam, idk, was just curious, car is almost brand new still has warranty, just a hassle scheduling it to take it in, but when i do i believe im gonna have them look at my rear end also, seen a little rear end fluid on my axle housing while i had car on the lift, not for sure if it came out of the breather vent or what!!!????

Does the problem exist with the ignition switch in the ON position?

Ya check the SJB fuse? And swap the relay(if possible, it says non-serviceable, so may be integrated internally), they can "sound" like they're working. Might not even be that relay you're hearing. If you have your high-beams on, the fog lights get killed as well, so try switching to high/low beams as Azpete originally suggested first.

Fuse 21, 15 amp:

Only other thing to check would be the ground used for those. G104, which is toward the front on the drivers side. If the wipers work, it's unlikely this is the cause(this uses that ground).
