10000 rwhp?
Yes I have an 05 Roush and I'm lookin to make about 1000 rwhp. I have $20,000 to start with, and I can get more whenever. what's the best and most reliable way to get there? I was lookin at the HP turbo kits, and the Hellion site, but what else needs to be done to not blow the motor? I'm leanin towards the Hellion kit because of the larger turbo and the kit seems better.

I have to echo ford4v429. never reliably on a 4.6L.
The only factory car today over 1000 horsepower is the Bugatti Veyron. It uses a 8 liter 16 cylinder engine--almost twice the displacement, and as the old adage goes: "There is no replacement for displacemet."
You could maybe theoretically get 1000 horsepower with a ridiculous shot of nitrous, gears, transmission upgrade, racing fuel, cam, bore, cylinders, tune, twin screw supercharger...but it would last approximately 1/1000 of a dyno pull, and probably explode with enough force to replace the driver's intestines with engine shrapnel.

even better idea-
I *think* a boss429 would sit under that hood...wide engine bay...if money is no object and you wouldnt mind a hoodscoop, I think a retro REAL boss429 would be cool. Sadly though the car would handle bad and youd be very unlikely to be able to hook it up at full throttle anyways...Jay Leno built a toronado with twin turbo BBC that supposedly was like 1200 hp. I think for any life at those power levels a very stout iron block is a must for its foundation, and the bigger the better. his car was big enough to handle all the weight/torque up front too.

1000 hp is possible on the 3 valve. You will need every bolt on, cams, twin turbos with a lot of boost. You will probably also need spray. I really don't see the point of that much power though. It will never be reliable with that much power.
