Yeah, there are several other states that won't allow that either. If your car isn't finicky and there's no wait, then it's fine. On a motorcycle though, they do all the credit card things and press the octane button but hand you the pump to stick it into the filler. They won't fill your motorcycle.
Yeah, I read online that there are different severities with this issue. Some just need to fill it at a slower rate, others need to turn it, while the rest don't have any easy solutions. And some don't even have this problem. I think mine is not that severe so the evap purge was able to get it below the troubling threshold.
I've found that the problem varies quite a bit between various gas stations. There's one where I can fill the tank up without any trouble and there are others where the pump clicks constantly as soon as I get past half tank.
I also read that somewhere. I've since switched gas stations and I haven't had any issues since. I should've upped my sample gas stations when I had the issue and stopped by the same gas station after the fix. But now to be more definitive, I just have to keep visiting different gas stations to get a big enough sample size. But because of COVID, I've filled up 4 times in the past 4 months and one of the fill was because of a dyno/tune. It'll be a while before I get a better picture of whether or not my solution worked.

Now to decide how to modify the poorly designed filler neck. It's been a PITA since I bought the car 7 years ago. The passenger side of the tank fills up quickly but once you get to half tank and the driver's side begins to fill up, the pump starts clicking.

This is an old thread, i appologize for the bump. If you remove the evap canister completely and try to fill up i'd bet good money that you could fill it till gas comes out. I don't know what the restriction is, but i know it's in that evap system. you will most likely get a check engine light and you'll need to block off the vacuum line at the throttle body.
Hello, I'm also a fellow Oregonian who used to have the same song and dance with the gas attendants. Thankfully, no more. This problem developed about a year and a half ago for me. I've owned the car since 2014 and filled without issue.
I've unloaded the parts cannon at this except for the canister, which I haven't been able to find new. Nothing has helped except for a mistake that happened when I took it to a shop here in the Salem-Keizer area. I took it in for a smoke test. They said they couldn't find anything wrong with the system. They did quote me the do not want to drop the tank price because they put a down the filler neck and found fuel ½ half way up it. I attempted to explain to this guy the design of the tank and show him a picture of the tank. He didn't want to hear it. Needless to say I won't go back there again.
On my first fill up (after that visit) and several others after that it worked fine.
Then other problems started showing up, the display told me my cap wasn't on tight, it was then I replaced the cap. Didn't solve that problem. Fast forward a month and the engine light came on. The code was for a small EVAP leak. Off to another shop, because I wanted that looked at and a couple of other things done.
They found that the previous shop did not reconnect the the hose going from the EVAP to the front of the car. Of course once they hooked it back up there went my gas station bliss.
I'm left with a few options, I could put some compressed air through the canister. Because blowing in it I did feel some resistance. Put a used canister in it.
Or put a valve (ball or solenoid activated) in that line they disconnected. Which is pretty redneck but fits the area I live in.
I thought my experience may be helpful to others.
