S197 Instrument Cluster Lights Bugging Out

Default S197 Instrument Cluster Lights Bugging Out

I was curious if any one has had the following issue with their S197 mustang. The issue is that as you can see I have all of these lights illuminated on my dash, but they flash on and off with no real pattern to them, the fuel gage goes back and forth from zero to the actual value and the door ajar sound goes off at random. The RPM gauge, speedometer, engine temperature and odometer work fine. When all of these lights come on it is worth noting that everything works perfectly fine, even though it does not look like it from the dash board. When these lights flash at random it sometimes will not show that I have the lights on, turn signal on or hazards on. I think it is worth noting that a few years ago I got a good amount of rain fall and one of the drains by the firewall was clogged with leafs so the water went right over the SJB under the passenger side dash. I replaced the SJB with the best one I could find from a junk yard for ~$30 since i was quoted it would cost $700 to replace my malfunctioning one. Then about six months ago this started occurring and I’ve tried about 3 other SJB’s. I don’t think that the SJB is the issue and I’m not sure what else could be causing this issue since when I try to connect my reader to my mustang it states it cannot connect the GEM module or instrument cluster when these lights randomly go off but otherwise it can connect to them. Also I have checked all the fuses and relays and they are all fine, but I do have a OBDII code for BANK A and BANK B for the Fuel Level sensor that started a lil after these lights started going off.

I know that was a lot but any ideas what it could be?
