For newer cars such as ours, and even the new edges I believe, but only because it's detecting a problem since the controller (SJB or BCM) is looking for draw on the line to tell if the bulb has gone out or not.
When it does this super-fast flash, it's not functioning correctly if at all, it's doing this to let you know there's an issue, nothing more. Which is why all of the after-market ones sold either have some resistance circuit built into it, or you need to buy one for it to function right.

This is funny because there was a post about a month ago about us 05-09 owners trying to slow down the sequence like you 10-13 owners LOL...I know this doesn't help you, but scott drake makes one for 05-09 with different settings where as you can have a slow sequence or a faster sequence. This is the one I have

Perhaps you missed that part, "it's not functioning correctly if at all", the SJB, or in this case the BCM-B will likely cut power to any it doesn't sense the correct draw from. See a few of the problem threads for these installs(on 1st gen S197s)..
