Is my gas cap supposed to lock w/vehicle?

Funnel in trunk
Try opening the small flipper door by hand without a fuel nozzle. It takes a certain size tapered funnel or like object as there are locking tabs that need to be released. You should have that funnel in the trunk. To me, I would think someone would have to be on a mission to screw with Mustangs and that is a big hassle to have the right stuff but.....not saying it would not happen.
Add a lock if you like but the capless system is nice when the car is actually used.....no more scuffs on the side or lost caps at a station.

Yeah, I found that out the hard way after getting my 13' and trying to add the fuel injector cleaner with my first oil change. Opened the cap on the bottle and flipped the bottle upside down and inserted it into the gas filler hole, only to see it spill out from the overflow tube all over the gas station parking lot...LOL
