Default opinions on hp

I was looking at these crate engines and was wondering what would be the best to get one of these up to about 400+ hp. Change the heads? anything else?

heads and a larger carb with a vic jr intake should put u up over 400

hmmm... okay. I am making the udgrade next year and wanted to start getting things now. part by part. I wasn't sure if these engines were the way to go.
