If it's an X3 you could ask for a picture of the "device status" screen that says "Status: Unlocked". If it's an X2 the picture could say "Status: Unused" or "Status: Stock"

If a tuners locked to a mustang GT does that mean u can only use it on another GT?

^It means you can only use it on that car. If it's unlocked it can be used on any mustang (most fords actually) within its model year range.

if its lock to one car that means you cant use it on any other car right, cuz it locks to the VIN number correct?

What were you planning on doing with a tuner with gt tunes? Either way you are going to have to buy new tunes.
