Default New block???

Found a website that has brand new 4.6L cast iron blocks for 295.99. My question is this, what is the absolute most horsepower you can safely make with a stock block assuming you have used all forged internals?

So... In your opinion should I get one of those blocks and start my build up there? I don't want to build an 800 twin turbo monster but I am looking to get between 450-500 rwhp. I don't want to make to much power the motor I currently have because of the high mileage and it only makes sense to start with a fresh block and build it up as I go.
