You are OBD-II
You can use carb cleaner to clean it up. It will come off easy just don't loose the gasket.
This will really just be a temporary fix if it is the IAC. They typically die a slow death (most people don't notice) so if it clears it up I would think about changing it.
Also the AC compressor is a REAL drag on our cars. When they kick on they will drop idle for a sec too. If you are on MaxAC, AC, Mixed Vent, or Defrost the AC compressor will cycle on and off (even if you are on full heat). If you are straight floor or straight dash vents it doesn't. They do this to pull the moisture out of the interior to keep the windows from fogging.
Let us know if it fixes it. Maybe a good idea to change the fuel filter. (under the rear axle hanging on the bottom, you will need an AC/Fuel disconnect tool to remove it (5/16" I think) Autozone sells a 10 dollar kit that has it.

Looks like two 10mm bolts and that will come easy right? What should I use to clean that sucker? I appreciate all you gurus who are on here helping me out. BTW it is a 98(like the name says) and its a stick!!

clean the IAC with some carb or break cleaner (helped me a couple of times), if cleaning the IAC dont help sometimes the is dpfe sensor, go to auto zone or oreyllys, and tell them that you want to pull out some codes from your car, i think the dpfe wa like 50 buck from ford
