I have never pulled the ebrake while driving in any of my stangs, I use throttle control to drift :P I have pulled the e-brake in my old taurus SHO, but thats cause my brake lines snapped and I had to manually stop... I was scared s***less :-/
BUt yea, check the cable, if that doesnt work, take ur rear wheel off, disassemble and reassemble the caliper, inspecting for corrosion etc. If you need directions I can type some up later...

well let me back up here, i just checked my manuals and it is operated thru the claipers, but most other vehicles are operated thru a separte set of brake shoes iside the brake rotor (the hub of the rotor is made like a brake drum on the inside and theres a small set of shoes that are operated by the e brake cable) sorry about the brain laspe.

well i took of the right rear wheel and looked at the postion of the cable then i pulled the ebrake and looked again and it looks like it moves about 1/2 inch. is that the norm? i thought of putting pb blaster on it but if that brake gets as hot as it did last time pb blaster would probably catch on fire. do you think i should just take it to the dealer let them check it? i really don't have that kind of money but it's nice when the brakes work. thanks for the help

Since our Mustangs have Floating calipers, there is a bracket, which houses the guides for the caliper to slide on. The 2 smaller bolts you took out, actually thread into the guide pins. There are little rubber boots, or SHOULD be little rubber boots protecting them from corrosion, dirt etc... Pull the pins out after removing the boot from the bracket.. The pins should slide out FREELY. If they do not, chances are, the guide pins are rusted in the bracket, and you will either need to heat up the area to remove them, or get new calipers..
Sure there are other ways, but it sounds like you need a fix sort of soon.
