Default Loud Whine

When i get over 40mph my car makes a very annoying and loud whine.. i tell my dad this (he is a mechanic) so we go look at it. I jack up the rear end, put it in 5th and put it at about 60mph, there is no whine. So next we jack up the front left tire, see if it wiggles, check tire pressure, check to see if tire is wearing out (alignment is perfect, and tire is fine along with the air pressure). Then we jack up the front right, we check the tire pressure its normal, then before we take off the tire, my dad realizes how loose it is... the lugnuts are tight, so thats not it... the wheel moves about a half inch when you shake on it, so im taking my mom's car to work tomorrow and he is gonna work on it... anyone know what could make the wheel move like that? I dont know anything about suspension/brakes or anything that has to do with this... any opinions or help would be nice...

Thanks, Brian
