Default Throttle body/upper intake problem

I got and put in a 75 mm TB and UI a little while back and they are both the same brand and everything but the holes didnt line up exactly. A tech told me they do this to get the air stirred up and they did this on purpose. I was skeptical but never thought anything more of it. What do you guys think? It seems to me like im loosing 2 mm or so becuase of overlap. So its really like a 73 mm TB & UI. Tons of power loss hahaha

What brand? Everything should line up. If it is overlaping it is disrupting the airflow which is bad. I send it back.
